Professional Governance
Professional Governance is the continuous system of scope, responsibility,
records, review, Verification, Authorization, and control that protects
professional work throughout the Verolex process.
Governance Is Continuous
Professional Governance does not begin only when a final decision is ready
for approval.
Governance begins when the engagement is defined. It continues through
service selection, record creation, communication, task performance,
workflow coordination, Verification, Authorization, delivery, use,
revision, and archival treatment.
Every stage remains governed because every stage can affect the integrity of
the professional outcome.
What Professional Governance Controls
- The purpose and scope of the engagement.
- The participants and audiences involved.
- The Professional Services that may be used.
- The records that govern execution.
- The communication channels and permissions that apply.
- The tasks that may be performed.
- The workflows through which work advances.
- The Verification standard.
- The Authorization authority and approval scope.
- The permitted use of Authorized Results.
Governance Preserves Responsibility
Professional Governance identifies who may request work, who may perform it,
who may review it, who may verify it, who may authorize it, and who may
receive or rely upon the resulting output.
These responsibilities may vary according to the service model and delivery
model, but the governing responsibilities must remain identifiable.
Access to information or tools does not itself create authority to approve,
publish, deploy, communicate, or rely upon a professional result.
Verification and Authorization
Verification and Authorization are separate governance functions.
Professional Verification evaluates whether governed
information and work are complete, consistent, and ready for approval review.
Professional Authorization determines whether verified work
may advance or produce an Authorized Result within the approved scope.
Verification does not imply Authorization, and Authorization does not erase
the conditions or limitations under which approval was granted.
Authorized Results Remain Governed
An Authorized Result is not released from governance merely because it has
been approved.
Its use remains limited by the approved purpose, audience, duration,
permissions, reliance conditions, and any other applicable restrictions.
Material revision, expanded use, a different audience, or a changed purpose
may require renewed Verification or Authorization.
